Who Is Eligible in 2026

The National Development Council (NDC) sets an annual ceiling of 6,000 "Foreign Special Professional" work permits, with 2,400 slots reserved for semiconductor-related roles. To qualify you must fit one of the Ministry of Labor categories:

  • Specialized or technical work with a minimum monthly salary of NT$47,971 (raised 1 Jan 2026)
  • Research and development for a Key Industries employer (TSMC, UMC, MediaTek, ASE, etc.)
  • PhD-level research grant recipients under the Ministry of Science and Technology (MOST) Semiconductor Talent Initiative

TSMC automatically meets the "Key Industries" designation, so any offer letter from TSMC satisfies the employer-criteria portion. The Workforce Development Agency (WDA) requires that foreign engineers later prove Mandarin proficiency at TOCFL Level 2 within 18 months of arrival; failing the test does not cancel your permit but blocks future renewals beyond three years.

Application Steps (TSMC Fast-Track)

  1. Interview and offer (Week 0)
    TSMC extends the formal contract and mails a signed copy to your home address.
  2. Work permit application (Week 1–2)
    TSMC HR logs into the WDA e-portal and uploads your documents. Processing is capped at 5 working days under the 2026 semiconductor quota.
  3. Resident visa (MV) (Week 3–4)
    You apply online via the Bureau of Consular Affairs (BOCA) and pay US$131 (≈NT$4,200). Single-entry visas are issued within four working days at most TECO offices.
  4. Entry to Taiwan (Week 5)
    You arrive on the MV visa and complete the on-boarding health check at a TSMC-approved clinic.
  5. Alien Resident Certificate (ARC) (Week 6)
    Within 15 days of arrival, TSMC escorts you to the National Immigration Agency (NIA) service center in Hsinchu. You choose single-entry (NT$2,200) or multiple-entry (NT$3,200). NIA pledges 10 working-day processing for TSMC nominees.
  6. Gold Card upgrade (optional) (Week 7–8)
    If you meet salary or patent thresholds, TSMC nominates you for the Employment Gold Card. This merges work, residence, and re-entry rights into a single card.

TSMC’s 2026 package also covers 100 % of National Health Insurance premiums for the employee and one dependent for the first 24 months.

Tax, Pension, and Insurance Breakdown

Income tax – Under the Key Industries Foreign Talent Act you receive a 50 % reduction on the first NT$3 million of annual salary for three consecutive tax years starting 2026. Example:

  • NT$2,000,000 gross salary → taxable base becomes NT$1,000,000 → effective rate ~6 % instead of 12 %.

Labor pension – TSMC contributes the statutory 6 % of gross salary, then adds a voluntary 6 % match. If your salary is NT$100,000, TSMC deposits NT$12,000 monthly into your New Labor Pension Fund account.

Labor insurance – Premium is 11.5 % of salary, capped at NT$150,000. Employer pays 70 %, employee pays 20 %. On a NT$100,000 salary you contribute NT$2,300 monthly.

Common Pitfalls and How to Avoid Them

  • Diploma not apostilled – Apostille or TECO verification must be completed in your home country; Taiwan does not accept notary stamps alone.
  • Salary wording – The contract must state the base salary explicitly.Bonuses or RSUs cannot count toward the NT$47,971 floor.
  • Health check timing – The check is only valid for three months. Do it after you receive the work-permit approval letter to avoid expiration.
  • Dependents arriving late – File dependent ARC applications within 30 days of your own ARC issuance or pay re-entry visa fees.
  • Mandarin exam delay – You get 18 months, but TOCFL Level 2 seats fill quickly. Book the test at least three months before the deadline; TSMC reimburses NT$8,000.
  • Gold Card misconception – If you already hold a TSMC-sponsored ARC, the Gold Card is optional. It does not grant tax benefits beyond what the Key Industries Act already provides.

Frequently Asked Questions

Can I apply directly to TSMC without the Global Talent Program?
Yes, but you will not receive the NT$100,000 relocation grant or 12-month housing subsidy. Standard hires still qualify for the ARC fast-track.

Is there an age limit?
No official upper age limit exists, but MOST grants and PhD-related subsidies favor candidates under 45.

Can my spouse work?
Yes. Once your ARC is issued, your spouse applies for a dependent ARC and then files for an open work permit. Processing time is five working days at NIA.

Do children get school spots?
TSMC employees’ children receive priority admission to public bilingual schools in Hsinchu, Taichung, and Tainan for the 2026–2027 academic year. Bring your ARC and TSMC employment letter to the school district office.

What happens if I leave TSMC?
Your new employer must file a work-permit transfer within seven days. The ARC remains valid if the new employer also qualifies under the Key Industries Act.

Can I apply for permanent residency?
After five consecutive years on an ARC (with at least 183 days physical presence each year) you may apply for the Taiwan Plum Blossom Card. Salary level and tax records are reviewed.

Is Mandarin required at work?
TSMC fabs operate in English at the technical level, but safety briefings and documentation are bilingual. Daily life outside the campus will be easier once you pass TOCFL Level 2.
