No, that's correct, only the drop matters. So only that's indicated. Both graphs in both images you shared are essentially the same.

ie. rise on the second mora it just seems weird to me that in one case you'd mark the rise (h) and in the other case you'd just mark the drop (o)

Maybe. Admittedly, I'm used to how it's indicated. So I always assumed it's intentional, as it means the same thing. For one it makes it more visually distinct. Can poke the team on this for their thoughts. @Migaku Anki Add-On Support
