Attached to a noun or a な-adjective ある means be or is. This style is used mostly in formal writing, but can sometimes make its way into formal speech. It is also used in some grammar constructions!

ある can only follow nouns and な-adjectives!

この問題(もんだい)複雑(ふくざつ)ある
